This is from the '74-80 Jeep Corp Parts Catalog available for about $25 on digital media from RockAuto. The parts catalogs will help you. There are additional parts catalogs on the Tom Collins site that cover 1984. I believe that Jeep split the catalogs into separate volumes after '80 and some are not included at Tom Collins - possible you could find those at Faxon or for sale at eBay and such. I assume that the shifter is the same for an '84 as an '80.

have the ginormous manual, paperback version. The photo is not as clear as what you show here.
And thanks for the Tom Collins resource. I hadnt come across this site before so I look forward to investigating it further.
18.685-1 (bracket) maybe is possibly bent ever so slightly. It does not sit flush with 18.695-1 pivot bracket.
Do you know how tight the 18.695-2 nut should be? There is no lock washer but there is a 18.695-2 spring washer. I'm not sure if the spring washer will provide enough tension?
Last, the top hole of bracket 18.685-1 has a nut (circled in red) that secures it to the tfer case, I cannot find a torque spec. Anyone have an idea?

Thank again

You understand the TSM is not the same as the parts book? I copied the image above from 1/2 page of the printed version of the '74-80 parts book I bought long ago from BJ's. The paper copy is not cheap, but the digital version is.
BTW what I posted is a half-size version of the parts book page. If you had the actual book, it should be twice the resolution (four times the area) of the jpeg I posted.
I'd guess the spring washer is there to stop rattles.
If there is a torque spec, it will be at the end of the TSM section about the transfer case. In general ... if the torque spec is not given in the TSM, the proper torque is "goodntight." Tight enough so it won't come loose, and not so tight that you break it. Use your calibrated forearm, as my mechanic friend used to say.
If you are still unsure, there are charts online that will give a torque rating for a specific size and type of bolt. From my experience, a pro won't get out the torque wrench unless it's a mission-critical operation like head bolts. The TSM will give torque settings for operations where it matters beyond just getting the bolts tight.

Yeah, the TSM "technical service manual" goes by various names like factory service manual or shop manual and such. With the coming of AMC, they adopted the annual update-and-release-every-model-year strategy of the big three makers. They also applied this to their shop manuals and called them the TSM. These are meant for the line technicians (aka mechanics) and service managers at the dealerships, and won't teach you what you would be expected to know as one of those employees. These books were available to customers over the dealerships' parts counters.
The parts books were only available to the dealerships, and would sit on the parts departments' counters for use by the dealership's parts counterman. They were not offered for sale to the public. Apparently enough of these books have been preserved so we can have reprints of that material. They are even less "user friendly" than the TSMs, since they assume they will be used by dealership employees that are both familiar with the format and supported/helped by the dealership environment.
