Help identifying EGR CTO

Hello!

I'm currently fumbling through my first deep dive into modifying my CA smog machine (85 Wagoneer) by replacing the carb with a Howell CARB legal EFI kit.

I'm a bit confused by some of the Howell instructions, and identification of certain parts on the engine.

Page 5 reads: The EGR temperature control valve (CTO) should be remove from the water crossover and placed in the thermostat housing.

Do I remove the valve from the crossover in the back of the engine and move it to the front? If so, where? What do I do with all the additional connections?

The ones to the left are not vacuum. Those heat tubes. The shorter one goes to the carbs choke, and I believe the one with the rubber line goes to the air cleaner housing.

The brass one is just straight vacuum. If you don't need it, plug it up. The same goes for the brass fitting with two hoses coming out.

The CTO is in the very back corner there. I believe they want that up front because they want it to be run off the coolant temp at the thermostat housing as its closer to real engine temps.
