If the sequential SN is correct, its a '65 or older. Which should mean its a 230 i6. And a J200 C&C truck (no bed). So should be a flat bed, tow truck, etc.
This is correct AFAIK. Whatever online "VIN decoders" you are looking at probably don't have a clue about these older oddball vehicles.
My interpretation of 2406A is a truck with a cab and any bed configuration, not a cab and bare chassis. Has to be, since there is no corresponding number for a Townside or Thriftside truck with a bed of either style, and there is a 2418 code for an explicitly bare chassis. Plus I have not seen any low-GVWR trucks (5600 is low) delivered without a bed. Possible if destined for a service body, but those are heavy for that GVWR.
There is a parts manual at the Tom Collins site https://oljeep.com/edge_parts_man.html that should be the definitive VIN reference, but it appears to be missing the 230-era information.

I have some production records for the early ones, your gladiator was produced in december 1964, so it's a '65 with a Tornado engine and it's one of the last J200s before their replacement by the J2000s
