It's something original in the same loom as the heater resistor wires.
I'm about to do some major housekeeping on the wiring. I apparently don't need it but I want to know what it is for before I amputate.
Close enough to the exhaust manifold that it melted by contact. Does not look like electrical melting. Check the TSM wiring diagram for devices in that area. May be simpler to trace it out and figure out its function that way.

Looking at the wiring diagrams for '89 it appears there's only one connector like that, but they don't seem to make it clear what all is in that connector. Assuming I'm looking at the right one it has at least one wire that goes to the starter relay for the coil ground, and another for the 4WD indicator switch, the others I can't say. '88 seems to use the same connector and has a better diagram, but I can't say for sure if all the connections are the same.
Thanks guys. It can't be the cruise control because I already pulled that.
I forgot to mention it was in fact on the exhaust and I think possum is right!
I looked for 4wd in the schematic and sure enough terminal "d" is the 4wd black and yellow wire.
One more question and this should be easy.
Center firewall.
I'm thinking it's the 4x4 vacuum switch tubes. These were already snapped and gone when I got it so I really don't know. I just don't want to pull them if they're for the heater box.
