4wd low gear

Finally figured out the vacuum line problems and got the vacuum motor working, but can not get it to go into low gear. Shift lever in the cab also only moves about an inch , won’t move into neutral or low gear....puzzled ? Any help would be appreciated, thanks Lou

The case gears aren't synchronized. So, its best to shift them while slowly rolling--sometimes you have to put the trans in neutral while slowly rolling.
