Just read today that it might be a prop from Westworld season 1 which was filmed in that area at about the same time this monolith appeared (according to google earth pics). Looks probable, however I don’t remember seeing anything like it on the show.

more likely as quoted in the NYT.com: the object resembled the “free-standing plank sculptures” of the Minimalist artist John McCracken, who lived in New Mexico before his death in 2011 and whose work is represented by the David Zwirner Gallery.

Not a big mystery to me since it had rivets. I assume ET's would be more advanced than that.
