Forum Update 9/6/19

Hey Everybody,

I have just completed some major upgrades for the site today!

1. Upgraded to latest and greatest version of PHPBB
2. Upgraded forum theme to latest version
3. Upgraded all extensions in use
4. Upped site resources which will hopefully make things faster
5. Site now has an SSL certificate bringing it in line with current security practices
