What is this bolted to my alternator? Emissions?

What is this bolted to my alternator? Emissions?

Ive searched the FSM, IFSJA and here, but I'm stumped.

What is it? Is the blue and white valve a pcv?

The blue thing is a vacuum delay valve. Make, year, model, equipment? Looks like an anti-backfire valve for the air injection. Has nothing to do with the alternator. A more distant perspective would help.

Air control valve. The delay valve is there too. Should be in the section that covers the air injection. Emissions.
