I think they recently changed the law making it more difficult, at one point you could just get a bond from your insurance company to protect you in case the owner tried to claim the vehicle. They would issue a bond title and I think after a certain number of years you could file for a clear title. I’m not sure what the process is not or if it can even be done.
I spoke to an officer at the License and Theft department and he basically told me that I can't buy it legally unless it has a title. Seems to me that if I have the serial number they should be able to run a check to see if it's reported stolen, lost, or something else. I'll have to investigate further, but I'm not sure it's worth the effort.
In Massachusetts, any car 10 (20?) years old or more does not require a title for registration. A receipt from the seller and previous registration is enough. Anything that old is considered junk, I presume.
I would look to getting a title from out-of-state. I recall there is a company that will provide an Alabama title for a fee. Your state should recognize that. https://www.bing.com/search?q=lost+title+service

I know this is 3 months old but... I live in NC too and can tell you, if it's not too late, NOT to pay money for one of the title services. They know, but won't tell you that the NC DMV probably won't honor their titles. I have checked, recently, and was told that a bonded title can be gotten here. The DMV checks the history to make sure the vehicle is not reported as stolen and if the record is clean the process is started. The vehicle can be claimed by a previous owner or leinholder for up to three years with proper proof of a claim.
I did this exact thing with a 65 Impala SS in N.C. many years ago. The process then was I had to get three appraisal's written up on DEALER letterhead to establish the worth of the vehicle. Then I had to have the State Highway Patrol inspect the vin number on the vehicle, they came to my house to do this. After all that I went to a bond company and bought a Surety Bond for three times the appraised value. I sent all that paperwork to the state DMV I received title for the car seems like three months later. Its a process for sure one that many people at the DMV didn't even know was possible. Good Luck
I always say that if you don't like the answer you're getting at the DMV talk to the clerk at the next window.
