I saw this on Hemmings the other day:

E-15 is not even on the market yet and the government is already trying to get E-30 approved. I don't know how others feel but E-10 is already causing havoc with my equipment and older vehicles anything over that would be a disaster. Here in Masscahusetts we do not have the option of buying gasoline without ethonol in it. If they go to E-15 or even E-30, we should have the option of buying fuel with or without the ethanol.

Its all about the corn growers lobbying hard for it. There is finally starting to be a lot of push back however. And one state (Maine I think?) Actually banned ethanol in gasoline mostly because of all the issues it causes.
