If E-drive is engaged, you'll notice tire scrub while turning on high-traction surfaces. If the vacuum lines are hooked up correctly, E-drive is clock-wise and regular mode is counter.

Also, I don't believe it's necessary to be in E-drive before switching to Low range. I've driven a lot of trails in Lo without e-drive engaged.

The Emergency Drive is simple; Counter clockwise is regular AWD and clockwise it is in E-Drive.
Often the vacuum hoses that connect at the transfer case crack or fall off. Without vacuum the transfer case will not go into E-Drive.
If everything is working properly an indicator in the instrument cluster will light up.

Where does the switch source it's vacuum from? Or is it all on the transfer case?

It's engine vacuum, coming from a reservoir under the hood. Typically the reservoir is a plastic sphere.

Have you read Flint's page on the Quadratrac? Lots of good background information there - http://jubileejeeps.org/quadratrac/index.htm

There is also a 1976 TSM online at oljeep.com free for the download. Many questions about your truck will be answered there. http://oljeep.com/edge_parts_man.html
