When in doubt, paint em red...it's less money than the fine.
I have heard of people cited for gas cans, but never bead locks. California has no laws against bead locks. There have been a few guys on pirate saying they were pulled over, but no citation was given because there was no law to cite.

Ah, Ah, ah.... back in time, northern Italy, a bunch of guys on motorcycles... in Italy, everything like in France closes for lunch between noon and 2 pm... at least in France you can get gas, but not in Italy in 1971, we discovered later that you could use automated self serve pumps... so we decided to transport a 1 gallon gas can just in case, we needed to go to the next pizza place... One night... in the mountain area of the Dolomites, camping, and trying to get a fire started one of the guys decided to pour a little gas on the embers... I can still see the flame moving slowly to the spout... good reflex, the novice pyromaniac had the good reflex to throw the flaming can in the nearby river, soon the riverside was illuminated and our gas can was gone...
