So back when I was dumpster diving in Germany I found a small pile of these things. There are several sizes and all say
Insert, THD then give a size.
What exactly are these for? How are they supposed to be installed? Anyone?

Those are rivet nuts. You need a special tool to install them, and when you do, you get a threaded insert in sheet metal.

Also seen a lighter version used in furniture making.

Yeah, another name for them is"nut-serts", it might be a brand name though, like all tongue-n-groove adjustable pliers are called channel locks. The tool looks a lot like a pop rivet tool, but with threads that match the nutsert (interchangeable for different sizes).

Are these the items that they use for the bolt for to hold down the roof racks on the Cherokees and wagoneers?

Yep! Nut-Serts. Available through several suppliers. Essentially a compression-fit threaded insert. Very handy when fabricating racecars and wheeling buggies. Not to be confused with Well-Plugs, which were made of rubber.
