Yeah, that's an electrical gauge. I run the same gauge on my Land Cruiser. (I run oil pressure, EGT and Boost Pressure. My oil pressure might move from from 50-55psi, sit there for a second and them move back when first I start my rig. Once I start moving, it settles down and holds a single pressure) How fast is it fluctuating? (is it bouncing back and forth or is it moving to one point, stopping then moving back?) The gauge doesn't have infinite fidelity like a mechanical gauge. So, if your rig happens to be right between two display points, at the cutoff, I can see how it might go back and forth a bit.
Here's what Issopro says:
"Isspro EV2 electric gauges are built with microprocessor-controlled stepper motor movements". Could it be that you happen to be right at one of those stepper motor movement points?

I think Lumpskie is saying that the resolution of the gauge is 5psi at 70, and you are on the cusp between two "steps." This seems pretty coarse to me, and I would expect better than 5psi accuracy from a $200 gauge.
I'd call for support. An electric gauge should be capable of internal damping... even if the pressure is really fluctuating like that. Particularly if it contains some programmable element (the "microprocessor-controlled stepper motor"). You could attach a cheap mechanical gauge right at the source and verify that the flutter is real, or not. A SunPro or such should be less than $20.

The sender is T'ed off the original pressure sender block. The original oil press gauge reads 55 psi cold idle, and 25 psi hot idle. RPM is around 800 cold idle and 650 warm.

I played around with my Issopro yesterday... double check that your connector on the back of the gauge is fully seated. Maybe try unplugging and replugging it in. A "almost fully connected" condition on my gauge gave me symptoms like you described.

Thanks Lumpskie. I will check Saturday when I get off the 15 hour day shifts. I think my sensor wire may not be fully seated in that crappy design connector. I know, no tools needed, But really?

I checked connections. All good. May have had some air in there. It smoothed out on the run to TITD. It reads more normal now. Still higher than the stock gauge. There are no more fluctuations.
