Edelbrocks do have mechanical secondaries, but there are air doors on the top that open with the amount of air that flows through the secondaries. Stopping the gas pedal, while opening the secondaries, does not immediately allow more air, or fuel, in. As more air flows through the secondaries, the upper air doors will start to open. These doors are weighted to keep them closed. It doesn't matter what manifold an Edelbrock in on, it works the same. This is why a 800 CFM carb on a stock 289 will never fully use the secondaries. The engine can't move enough air to open the upper doors.

I have a 1407 on my 401, right now. It used to bog pretty bad when first put on. Took me awhile but, I learned how it works then swapped out the jets on the primaries and secondaries for smaller ones, as well as larger metering rods, and the softest step-up springs. It still runs a bit rich but, not terrible considering it is way too much carb for the motor. Definitely doesn't bog when the secondaries open up, anymore.

I'm still putting a Sniper on when it arrives in a couple weeks, though.
