There are some after market bumpers that have swing out tire carriers. I also saw son that bolt onto the side of vehicles but they don't look very sturdy.

And you could always keep an eye out for one of the old Valley brand body mount carriers. I have one on mine. Has worked great since about '99. But probably worth getting something from BJ's off-road at this point.

The Valley carriers just never look sturdy to me. Looks like they put a lot of stress on thin sheet metal, but i have never seen if there are backer plates that go with them.
I almost pulled one from a Passport/Rodeo to modify to fit, but they also mount thru the street metal.
One day I will wake up and realize that my jeep is complete...one day, I just know it.

It shouldn't be too much hassle to weld a 2" x 2" square tube vertically to the right side of a steel bumper, then weld a couple of hinges to that, then weld a triangular or rectangular 2" x 2" box, or rather "frame" to the hinges. Then it's just a matter of a simple latch, a gate latch would work. You'd just need a sturdy steel bumper to start with and a few gussets to get that vertical piece good and sturdy.
