Rocker Arms

I just replaced the head on my 258 and am in the process of replacing the rocker arms. Its been a long time since ive done this type of job so I'm not sure if whats happening is normal. I tightened downt the bolts to the proper torque but I'm noticing that some of the rocker arms are loose and can wobble while others are tight. Is this normal? I'm thinking this is because the valves are in various states of being open/closed. Any advice would be appreciated.

IIRC piston has top be at TDC before tightening up rockers for that cylinder.
