PO Blocked Exhaust Manifold Air Injection Ports - is there a better way

The PO blocked off the exhaust manifold air injection ports, but it looks like a hatchet job that will likely leak when I reassemble the engine.
Is there an efficient way to block these that won't leak?

They are a standard thread, NPT something I think? If you can get the holes open and cleaned up, you can use standard threaded plugs in them. Most people have problems getting the old bolts out.

I had a set of manifolds where all of the bolts broke off when I tried to pull off the tubes.

I welded the holes in. It wasn't the prettiest but it never leaked.

You could take the manifolds to a machinist to have the bolts removed if you have them off the engine. Likely you could simply buy new manifolds or headers for what that would cost, though.
