Wagoneer was dripping gas when filling the tank and leaking a little when the tank was full. I replaced the filler hoses (fixed the first problem) and the vent valve that’s under the back seat. Now it’s dumping a ton of gas which is then running out of the skid plate when I drive it then stop (and tank full-ish). I see some diagrams showing another vent valve lower down? Could this be my issue? If so, do I have to drop the tank to get to it? Any other ideas?
You need to look at the fuel pickup and return lines, and the vapor recovery system, as well as the filler hoses. Vapor recovery typically has a liquid check valve (anti-roll-over valve) at each corner of the tank in a grommet of some type. These vapor lines will have short lengths of rubber hose for connections, just like the fuel lines to the engine. The plastic tanks have been known to crack, but not very often - usually they are fine and it's some rubber connecting part that's deteriorated.

If you drop the tank, it would give you access to the interior of the frame rail next to the fuel tank that is notorious for rusting in these cars. If I had the tank out, I would evaluate the frame rail carefully, and clean, paint and treat the frame and skid plate to hold off the elements for a bit longer.
