I am starting to understand. So what aside from the hubs is required to truly make it part time? I have not looked into anything other than trying to get it running.
I do know from a bit of googling that when installing hubs there are inner parts that move to lock or unlock the 4wd. Is there work that needs to be done at the transfer case? sorry for the noob questions.

You have the Quadratrac transfer case. It is full-time from the factory. There was a kit from Mile Marker that would convert it to part-time by replacing internal parts in the transfer case. Installation of the kit requires that you split the case halves and disassemble the transfer case.

The locking hubs do not convert to part time. They are an accessory that you could optionally add to a vehicle with a part time transfer case. they were never supplied from the factory with a Quadratrac transfer case.

Reading the TSM chapter about the Quadratrac, and the Jubilee Jeeps page, will help you.

Got it. I can touch base with the PO to confirm. What is it that needs to be done to the transfer case to make it truly a part time? I want to go in with some knowledge before I talk to the PO.

It is only part time if the Mile Marker kit was installed. The kit is NLA.
