D44 inner axle seal does not fit housing...

I bought Spicer 706517X axle bearing kits for my 87 GW D44 and the inner axle seal OD is too small for the housing and the inner seal ID is too large for the axle. The outer diameter is 2.5" and that is the dimension listed on Oreilly for an inner axle seal.

I am stumped, do ya'll have an idea what may be the issue?

The GW rear D44 axles don't have a ledge for a seal nor are the axle shafts machined for a seal. The inner seal isn't used. Throw them in a spare parts bin or something.
