Holley 4160 question

I picked up a reman'd 4160 for my 327 to replace the TA470 since I haven't done any off-roading. I ordered for a 66 ambassador. Can someone tell me what these two threaded holes are for? Should I plug them?

Are those float bowl plugs? Looks about right. Check the bowl. Should seperate easy.

I believe those holes to be a governor item. Don't plug them.
