Fuel filter question

Still working on the J20. I rebuilt the carb and got the stock style fuel filter with the return. The PO had the return hard line capped off. Hooked it up and won't start. I have clear fuel line and I an see gas pumping to the new filter, but not out of it. Any ideas?

The smaller of the three lines is the return to the tank. The two larger lines that are centered on the ends of the filter are the main ones. Th small line has a restriction, and if used as the main feed, it will starve the carb for fuel.

Is the filter backwards? The end with two lines should be toward the carb.

Sometimes the filters aren't drilled all the way through. I learned the hard way to blow through before installing. It happened during a tuneup so it took a LONG while to figure it out!
